Madrid Central is a low emission zone that began operating on Friday, November 30, 2018. This measure, contained in Plan A for Air Quality and Climate Change, favors pedestrians, bicycles, and public transport, which gains in prominence and space also with the reform of streets such as Gran Vía or Atocha. The Centro district thus becomes a lung for the city in the heart of Madrid.
In its 472 hectares it groups the four current APRs and also expands its space to neighborhoods such as Justicia and Universidad. Inside there are no streets for free movement, except for some roads in order to allow certain additions, thus eliminating traffic passing through the center of the city. The perimeter, which coincides with the first traffic belt of Madrid, that of the roundabouts and boulevards, is more intuitive and recognizable than that of the APRs.
Residents, people with reduced mobility and security and emergency services can access Madrid Central with their vehicles. A series of exceptions, moratoriums and schedules have also been provided for some groups due to their function or characteristics.
For vehicles that do not have exceptions or moratoriums, the following general criteria apply:
Vehicles with the 0 Emissions environmental label may circulate and park in the SER zone without time restrictions.
Vehicles with the ECO label may enter and park in the SER zone during regulated hours for a maximum of 2 hours.
Vehicles with a C or B label will only be able to access to park in a car park for public use, a private garage or a non-provided parking reserve.
